Infrastructure Services Group LLC (ISG) is the holding company of companies in Vermont and Pennsylvania which perform a multitude of sewer pipe rehabilitation services. ISG will be acquiring additional companies across the east coast over the next several years which provide the same services. 

Green Mountain Pipeline Services LLC has an exciting opportunity for an experienced Estimator for our CIPP pipelining and sewer rehabilitation project operations to join a rapidly growing company. This position understands the project and its requirements, determines key variables for cost and other estimates and gathers first-hand information from job sites, vendors, etc.  You will prepare accurate estimates for projects by gathering information and analyzing important metrics.  The Estimator will provide knowledge of cost and project information that support profitable business decisions through the estimating and bidding process.

This position works in accordance with policies, procedures, and the philosophy of Infrastructure Services Group LLC.



  • Facilitate open communication with employees, clients, and community partners. Attend and participate in meetings, work groups, team meetings, workshops, individual training, and training conferences and seminars when assigned.
  • Obtains a working knowledge of and comply with all company policies and procedures, including but not limited to, Personnel Policies and Procedures and Standard Operating Procedures, service plans and related policy and procedures.
  • Reports to work at scheduled times and maintains acceptable attendance records as outlined in ISG LLC's Employee Handbook.


  • Understand the project and its requirements, including but not limited to installation plans, site requirements, bypass pumping, traffic control, customer communication needs
  • Review project specifications to ensure all costs required to complete the project are included in the estimate
  • Determine key variables for budgeting cost and other project parameters such as productivity, working with operations personnel to create a project plan
  • Gather first-hand information from project specifications, job sites, and bid items
  • Create and submit estimate reports/bids. Compile the formal bid documents and work with the team to ensure timely completion and submittal of all bids
  • Conduct research to obtain data on labor costs, materials, production times, and competitive bid results. Use software for data analysis, forecasting and budgeting of project costs
  • Obtain and review offers and quotes by subcontractors and/or vendors
  • Perform risk analysis and coordinate the review amongst team members
  • Provide consultation on planning (schedules, manpower needs, etc.)
  • Build relationships with key vendors (subcontractors, suppliers, etc.)
  • Perform other duties as assigned and reasonably within the scope of duties enumerated above

  • Bachelor's degree or equivalent experience required
  • Significant experience in related trenchless or municipal construction fields within the water and wastewater/underground utility industry
  • Minimum of 5 years experience.  Prefer 10 years
  • Public bidding experience required
  • Proficient in time management and ability to work under tight timelines
  • High level of accuracy, efficiency, and accountability
  • Attention to detail
  • Be able to multi-task
  • Negotiating experience
  • Strong analytical mindset and excellent numerical skills
  • Demonstrated experience with customer service
  • Proficient with safety requirements under OSHA

  • Demonstrated proficiency in using Construction Management systems (i.e. Foundation), Microsoft Outlook, Word, Excel and other Microsoft applications
  • Must be able to pass a criminal background check, pre-employment drug screen and MVR


Most of the work is done inside an office environment.

Must be able to:

  • Maneuver within the office area and sit for prolonged periods of time with some standing, walking, stooping, kneeling, crouching, climbing hills or crawling
  • Walk a project site, including opening manholes, taking measurements, etc.
  • Apply physical mobility, including reaching, lifting, holding, pushing and pulling, carrying, bending, climbing stairs, kneeling, arm and leg extension
  • Occasionally lift up to 10 pounds
  • Moderate noise
  • Work on a computer for much of the workday
